The Manager, Finance will coordinate the daily financial activities and functions for the assigned division(s) including accounting, budget, credit, insurance, tax, and treasury. Furthermore, the Manager, Finance ensures all the University's financial operations are in compliance with applicable governmental rules and regulations and provides mentorship and training to department staff regarding financial issues.CORE JOB FUNCTIONS Oversees the budget preparation process and monitors department performance against budget. Prepares and monitors staffing benchmarks. Translates long-range strategy into executable business cases and financial planning. Assists department with performing economic evaluation of new programs and equipment. Performs trend analyses and volume projections. Evaluates spending trends and develops strategies that will ensure compliance with budgets. Drives the strategic direction and financial long-term investment process. Forms and maintains effective partnerships across organizational boundaries. Formulates monthly and annual financial statements and ensures the filing of quarterly payroll tax returns. Establishes and continuously assesses the effectiveness of the internal controls within the unit and compliance with University policies and procedures. Ensures employees are trained on controls within the function and on University policy and procedures. This list of duties and responsibilities is not intended to be all-inclusive and may be expanded to include other duties or responsibilities as necessary.Department Specific FunctionsThis Manager, Finance position will be a key member of the administration team of the Shared
Resources at the Sylvester Comprehensive Cancer Center (Sylvester) at the University of Miami School of Medicine. This position will provide support for invoicing, financial tracking and reporting for the Sylvester Shared Resources, which have a focus that includes genomics, flow cytometry, bioinformatics and biostatistics, biorepository, cancer modeling, molecular therapeutics, and behavioral and community- based research. Responsibilities of this position include general accounting, development and review of fee structures, charge back policies and procedures, development and management of operational and capital budgets, including budget projections and account reconciliations, preparation of financial reports, and tracking and reporting on the financial status, trends, and projections of all the Shared Resources. This position will be responsible for developing and monitoring financial standard operating procedures, ensuring best business practices and regulatory compliance, and providing advice for institutional investment and overall financial strategy for the Shared Resources. Responsibilities also include involvement in developing the financial budgets of grant proposals that support the Shared Resources, including the Cancer Center Support Grant (CCSG), shared instrumentation grants, and research program project grants. Under the direction of the Director of Business Operations and the guidance of the Sylvester Associate Director for Shared Resources at Sylvester, the Manager, Finance interacts with the leaders and staff of the Sylvester Shared Resources and interfaces with other administrative units at the Cancer Center and the University.
Position ActivitiesSpecific responsibilities of the position include but are not limited to:Work with the Director of Business Operations and with Shared Resources leaders to improve
financial workflows and processes. Monitor the fiscal performance of the Shared Resources, analyze financial data, and provide forecasting support. Develop annual budget and track performance against budget, and prepare monthly compilation, monitoring, analysis and reporting of budgetary performance, including budget variances. Develop, maintain, and disseminate quarterly and end-of-financial-year reports. Help maintain and expand the use of iLab for the Shared Resources. Prepare financial impact analysis of unbudgeted expense requests. Keep track of business and financial trends; collect market research to inform decision making. Participate in development of the Shared Resources fee-for-services structure and rates. Work with institutional units to ensure regulatory compliance of charge back policies and procedures. Perform monthly reconciliation of Shared Resource accounts (expenses, revenue, and payroll). Review and approve purchase requisitions, business expense reimbursements, and internal service deliveries, and submit journal entries, costing allocations and payroll accounting adjustments. Handle payments owed when needed. Review Shared Resources human resources requests relative to the budget, and prepare payroll
transfers, changes in allocation, and budget transfers to reflect changes in personnel effort and
roles. Review and update all required regulatory financial reports.Department Specific Qualifications Education: Bachelor's degree in relevant fieldExperience: Minimum 5 years of relevant experienceKnowledge, Skills and Attitudes:
