Job Description Job Description Position Summary: Manager of
System Operations and Compliance is responsible for providing
leadership, organizational development, direction, and management
oversight for the System Operations department and NERC Compliance
function. The manager will lead the department to ensure optimal
performance of the Cooperative's electric system during normal and
emergency conditions. Authorized to take any reasonable action
necessary to assure system security and continuity of service.
Required Knowledge: Sound working knowledge of a wide variety of
tasks, equipment, and tools. Knowledge of quality and process
improvement issues. Ability to analyze processes and implement
solutions. NERC regulation interpretation will be required to draft
and implement policies, guidelines, and procedures to ensure FKEC
compliance. Knowledge of PC, servers, communications protocols and
systems, SCADA networking, terminal command prompt interface,
including proficiency in Microsoft Office Suite - Excel, Word,
PowerPoint, and the Internet, but especially that of the
Supervisory Control and Data Acquisition (SCADA) system, including
Linux Red Hat. Ability to function without direct supervision.
Ability to supervise, coach, and direct employees. Essential Duties
and Responsibilities: Coordinate with the Director on effective
interviews, recommend for selection, promotion, termination, or
transfer of all department personnel, providing daily coaching and
counseling as required, ensuring compliance with established FKEC
workplace policies, guidelines, and procedures. The manager will
establish a plan to ensure competent departmental supervision
during the manager's absence, thus providing cross-training and
succession opportunities. Actively promote, encourage, and support
FKEC's corporate culture of compliance as evident in its Internal
Compliance Program (ICP). Actively monitor and engage the
activities and trends of NERC, SERC, and the FRCC, ensuring
existing FKEC Policies are current with applicable NERC, SERC, and
FRCC Standards. Ensure and maintain all auditable evidence of
compliance with applicable standards, and apprise the Director of
any potential non-compliance. Participate in assigned committee
proceedings of NERC, SERC, and the FRCC, reporting on said
activities with regular frequency and as otherwise appropriate.
Chairs the FKEC NERC Internal Compliance Committee (ICC) and
convenes meetings when necessary or as required by the program to
convey the status of compliance with requirements/standards to all
applicable FKEC positions. Act as a liaison for FKEC to all NERC
and SERC Operations committees in coordination with the FKEC Relay
Engineer. Fulfill data requests and file requested submittals for
approval on behalf of FKEC. Act as a liaison for FKEC to the FRCC
Operating Committee, Operating Reliability Subcommittee, Operations
Planning Working Group, and the System Operator Subcommittee.
Oversees a compliance evidence repository and participates in all
NERC, SERC, and FRCC audits. Serve as the SCADA administrator and
chief architect when editing and creating new screens and
databases. Coordinate with the FKEC System Operations Supervisor to
ensure all high-priority tasks, work procedures, procedures that
affect field employee safety, and software applications are highly
maintained, adequately trained on, practiced, and documented.
Coordinate with FKEC System Operations Supervisor, Substation
Superintendent, Director, and Relay Department to develop and
maintain standard protocols for System Operators to have
standardized SCADA pages, alarms, alarm descriptions, glossary,
procedures, etc. The above responsibilities are a guide and are not
all-inclusive of the essential responsibilities of the position.
Marginal Responsibilities: Budget - Review departmental needs for
capital purchases and expense budget adjustments, with analytical
justification for future budget recommendations. Monitor
expenditures to ensure compliance and to continually improve
accuracy. Safety - Shall promote and provide leadership consistent
with FKEC's Safety Program and Corporate Safety Goals, ensuring all
personnel are trained in safety procedures. Professional Conduct -
Shall model and encourage the pursuit of company values through
examples of leadership, honesty, integrity, and respect. Position
Descriptions - Through the Director, prepare and update own
position description and the position descriptions of reporting
personnel, ensuring accuracy and completeness. Other Duties
Assigned - Shall assist and perform other duties as necessary or
that may be assigned with a positive proactive posture to achieve
FKEC corporate commitments. May be called 24/7, as required, to
perform procedures necessary for the safe and rapid restoration of
service to the FKEC System, or to cover positions open due to
departmental personnel PTO. Education: Minimum High school
education or equivalent. A Bachelor's degree in business,
engineering, or equivalent in experience is preferred. Must possess
and maintain required NERC certifications. Experience: Ten (10)
years of experience in the principles of electricity relevant to
the operation of electric power generation, transmission,
distribution, SCADA engineering, and power system dispatching or
equivalent. Background in computer operations is essential. Must
possess strong communication skills to effectively interact with
all other FKEC departments. The ability to read and comprehend
technical manuals and electrical schematics is essential. Overnight
travel may be required to attend meetings and seminars as required
to maintain relevant industry expertise. Additional Requirements:
Must use cybersecurity best practices and use responsible conduct
in online environments and while using email. Observe and practice
all safety policies and rules. Extra hours may be necessary during
emergencies or when the workload demands. Residency requirement:
Worker for this position is required to live within the FKEC
service territory. Working Conditions: The position requires the
ability to walk, stand, bend, reach, kneel, crouch, and perform
medium lifting up to 50 pounds. Precise eye/hand coordination, with
the ability to discern various colors used by the various
departmental computer systems. Ability to use fingers as in typing
or using a computer. Ability to effectively hear detailed
information through oral communications and to make fine
discriminations in sound. Ability to, through the spoken word,
concisely, quickly, and loudly convey detailed or important
instructions for proper radio communications. Able to write
legibly. The environment is generally climate-controlled, with
occasional visits to outdoor areas or substations. Subject to call,
