The Associate Vice President, Chief Information Officer (AVP/CIO)
has the critical role of providing strategic and transformational
technology leadership for the Health Care District of Palm Beach
County (HCD). Leading the relationship with the Epic host, Memorial
Healthcare, and HCD's primary technology responsibilities to
include applications, business intelligence, IT service center,
infrastructure and IT security. This role includes the top position
in the organization for IT security. The AVP/CIO will be
responsible for reliable and available systems and applications
that support HCD's critical business functions. HCD is a data
driven organization and AVP/CIO will continue the development of
technology to support this culture. The AVP/CIO is committed to
problem solving and a strategic approach to technology use. This
position oversees the technology planning, technology assessment
and strategic vendor relationships. The AVP/CIO reports to the Vice
President, Chief Administrative Officer (VP/CAO).
Essential Functions: -Collaborate with the VP/CAO and executive
leadership to develop and implement the organization's IT annualand
strategic plan that enables the business to achieve its top
initiatives. -Establish and maintain a customer focused culture for
the IT department continually improving customerexperience. -Works
collaboratively with leadership to maintain IT and Data Governance.
-Serve as the key leader and point of escalation for the Memorial
Healthcare relationship. -Lead the organization in a functional and
successful Epic Community Connect with Memorial Healthcare.
-Responsible for rationalizing information systems and
technologies, optimizing the application portfolio andmitigating
technology risks. -Develop relationship with key HCD IT vendors to
ensure appropriate customer service. -Prepare reports and present
IT projects and updates to the Board and Executive Leadership.
-Manage the organization's IT security risk and have a lead role in
security incident response. -Responsible to maintain IT projects on
budget and on schedule with the agreed upon deliverables. -Stay
abreast of current healthcare IT trends and emerging technologies.
-Maintain current knowledge of regulatory requirements and ensure
compliance. -Enforce EPMO project management methodology, IT change
management procedures and other related ITpolicy and
procedures/disciplines. -Manage and develop direct reports to
include all necessary human resource tasks and goal setting
andmonitoring. -Maintain a high performing IT team. -Develop IT and
project budgets and manage expenses. -Develop and implement
policies and procedures that guide and support the IT function.
-Performs other duties as assigned.
Education:Bachelor's degree in Computer Science, Information
Technology or Business Administration required. Master's Degree in
same preferred. -Experience:Ten or more (10+) years of experience
in a progressively responsible management role preferred and at
least seven (7) years' experience in managing or participating in
the implementation and support of enterprise information systems
such as EHR and ERP in a healthcare system. Requires Infrastructure
and cyber security knowledge. -Certification:College of Health
Information Management Executives Certified Chief Information
Officer certification or eligibility preferred. - -Health Care
