POSITION: -- BIOWATCH LEAD BIOLOGICAL SCIENTIST LOCATION: -- Miami, FL STATUS: -- Full Time/Contingent **Actively Interviewing** TRAVEL: -- Minimal, including travel to the Systems Program Office (SPO) in the Washington, D.C. area for briefings and meetings, and to attend the annual National BioWatch Workshop. JOB DESCRIPTION: -- The U.S. Department of Homeland Security (DHS) mission is to ensure a homeland that is safe, secure, and resilient against terrorism and other hazards. The DHS Office of Health Affairs (OHA) provides medical, health, and scientific expertise in support of the DHS mission to prepare for, respond to, and recover from all threats. The BioWatch Systems Program Office (SPO) within OHA supports this mission through the BioWatch program, the only civilian program that monitors for the aerosol release of bioterrorism agents. The Mission of the BioWatch program is to provide and maintain a continuous bio-terrorism air monitoring system in large metropolitan areas and coordinate with state and local public health communities to prepare for and respond to a bioterrorist event. Established in 2003, BioWatch continuously monitors select urban environments twenty-four hours a day, seven days a week. The BioWatch program's Strategic Objectives include: + Monitor for highest priority biological agents that could result in catastrophic outcomes; + Provide protection in the most at-risk locations of the nation; + Maintain the technical oversight of operations in close collaboration with state and local public health partners who execute the program; + Modify current detection methods to improve capability at a lower cost for the Federal Government; + Coordinate Federal, State, and local public health preparedness planning activities to develop operational protocols for a BioWatch Actionable Result (BAR); and + Continue to strengthen Federal, State, and local partnerships and build efficiencies.The BioWatch program consists of distinct operational components including field, laboratory and public health. The field component conducts daily collection of air filter samples for delivery to a state or local Laboratory Response Network (LRN) laboratory. The public health component develops response plans and manages the local public response in the event of a BioWatch Actionable Result. The Laboratory Component provides capabilities to analyze collected samples to detect the presence of select biological agents and report the results. The BioWatch SPO currently provides contracted laboratory staff to most BioWatch LRN laboratories to perform the laboratory analysis under the guidance of the local Laboratory Director, Scope of Work. + The scope of this effort includes two distinct services to be performed: provide BioWatch laboratory and support staff and develop, implement and track a Quality Assurance Surveillance Program (QASP) for the BioWatch SPO. The objective of this contract is to provide support in the form of sample analysis to detect the presence of select biological agents from samples collected in a continuous aerosol bio-terrorism monitoring network in selected metropolitan areas. Primary duties will include (but not limited to): + Troubleshoot technical/laboratory issues in conjunction with the local Laboratory Director and/or their designee; + Develop and maintain BioWatch personnel work schedules; + Ensure training of new employees and competency of all laboratorians by observing personnel on an annual basis; + Conduct refresher training when protocols are updated and as required; + Review inventory and order consumable supplies and reagents, maintaining a three-month supply, at minimum (or the greatest amount possible when space availability is limited); + Generate and maintain documentation in accordance with SOPs and the QAPP; and + Support the Local Laboratory Director in the generation and execution of a corrective action plan in accordance with the BioWatch Laboratory QAPP to address any findings from the BioWatch Quality Assurance program audits, proficiency tests, or data trend analysis. + Under routine day-to-day operations, shall perform all required BioWatch operational sample analysis (screen and necessary confirmation) within twelve (12) hours of receipt of samples by the laboratory. This does not include some non-routine samples run at specific sites. + Shall perform, at a minimum, the following tasks/responsibilities in accordance with BioWatch standard operating procedures under the auspices of the state/local Laboratory Director (or designee): o Handling, receipt and processing of operational, Quality Assurance, and proficiency test samples potentially containing biological threat agents; o Performing non-research biological science work utilizing microbiological and molecular techniques, including DNA extraction and real-time polymerase chain reaction (PCR), to identify and characterize pathogenic bacterial and viral agents; o Preparing reagents and samples; o Decontaminating hoods, biological safety cabinets, equipment and other working areas; o Maintaining chain-of-custody (COC); o Interpreting results; o Entering data owned by the state/local public health laboratory into computerized or computer-linked systems; o Performing equipment maintenance and calibration; o Cleaning and assembling specialized equipment; o Collecting, processing and analyzing internal laboratory swipes/swabs for Quality Assurance/Quality Control (QA/QC); o Autoclaving and/or disposing of bio-hazardous trash; o Restocking and inventorying supplies; o Supporting BioWatch Laboratory Logistics Manager (BWLLM) in conducting and documenting a yearly inventory of all DHS-procured durable equipment and property provided to each BioWatch laboratory; o QA/QC of reagents in accordance with Standard Operating Procedures; o Providing training on BioWatch protocols and procedures for new personnel/retraining requirements, as needed Documenting COC, QA/QC, equipment maintenance and calibration, training and data results; o Adhering to QA/QC requirements in accordance with Public Health Laboratory quality management systems and the BioWatch Laboratory Quality Assurance Program Plan (QAPP). Archiving samples; o Performing daily functions and internal proficiency tests as defined by the state or local Laboratory Director (or designee), and successfully pass external proficiency tests (given by DHS and/or DHS designee) and BioWatch Quality Assurance Program audits as defined by DHS and the BioWatch SPO in the QAPP; and o Analyzing daily external QA samples in accordance with BioWatch SOP's and QA program guidance for screening and confirmatory assays. o Perform other duties as assigned. Additional Requirements: -- + Must be able to pass a background check. + Must be able to meet state/local accreditation requirements, e.g., Select Agent Registration, American Society of Clinical Pathologist (ASCP) as determined by each local Laboratory Director, as provided in the final RFP). + Must be able to register with the CDC Select Agent Program (if their non-BioWatch and/or BioWatch duties require them to work with select agents, including quality control). + Must be able to sign a non-disclosure agreement (NDA) with the Contractor that meets or exceeds the requirements of a DHS NDA. + Must be able to sign appropriate LRN paperwork for access to LRN reagents. + Must be a U.S. citizen or an alien who has been lawfully admitted for permanent residence as evidenced by a Permanent Resident Card (USCIS-I-551). EDUCATION / EXPERIENCE REQUIRED: -- o Ph.D. or Master's degree from an accredited university in microbiology, molecular biology or related course work in biological sciences. o At least one year of laboratory bench experience, utilizing PCR, aseptic techniques and biological assays. o At least one year of experience serving as a Senior Scientist or Team Leader of a laboratory team/project. o Bachelor's degree from an accredited university requires four years of laboratory bench experience, including at least one year of experience as a Team Leader/Senior Scientist (total four years of experience). o BSL-3 experience is desirable.
