414-5300 for assistance. POSITION DESCRIPTION: Audits and processes
complex contract payments. This includes tasks such as: reviewing
contract payment requests for accuracy, completeness, and
compliance with contract terms and Florida Statutes, Florida
Adminsitrative Code, directives, policies, prodecures and generally
accepted accounting principles. Audits and processes Right of Way
court deposits, orders of taking, land payments and moving
expenses. Verifies payments are in accordance with applicable
Florida Statutes and rules and regulation of Department of
Transportation. Audit and processes contract/written agreement
payments for accuracy, completeness, and compliance with Florida
Statutes, Florida Administrative Code, directives, policies,
procedures and generally accepted accounting principles. Resolves
contract/invoice issues and/or discrepancies with project managers.
Provides assistance/training to project managers and consultants
concerning the agency's invoicing procedures and invoice formats.
Provides information to project managers with detailed contract
payment information as requested using Department financial
reporting resources. Reconciles contracts for close-out and at
completion of reconciliation, provides a write-up detailing
discrepancies and contractual findings to the Contract Office.
Maintains records of contract/supporting documents and updates
payment ledgers for transactions processed on contracts. Reconciles
payment ledgers against Florida Accounting Information Resource
(FLAIR) encumbrance balance. Prepares and records adjusting entries
as necessary. Audit travel expense reimbursements for compliance
with Florida Statue 112.061 and Department guidelines. Ensure that
all necessary documents, approvals, signatures and mission critical
documents are obtained. Provide customer service to internal
customers and conduct periodic training on travel guidelines.
Review the monthly Outstanding Warrant Report and analyze warrant
status to insure department funds are not transferred to DFS
Unclaimed Property. Contact the affected office and follow up on
outstanding warrants, if necessary. Generate and review the monthly
Duplicate Payment Report for possible duplicate payments. Contact
the project manager to advise of any duplicate payment and to
request refund from vendor. KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of Microsoft Word and Excel. Knowledge of office
procedures and practices. Skilled in performing work that requires
a high level of attention to detail. Ability to research
unidentifiable invoices/documents. Ability to follow oral and
written instructions. Ability to establish and maintain working
relationships with customers. Ability to work in a team environment
with shared tasks. Knowledge of accounting principles, practices
and procedures. Knowledge of an accounts payable system and payment
processing. Ability to work independently and prioritize work
assignments to meet deadlines. Ability to communicate effectively
orally and in writing. Skilled in auditing. Knowledge of contract
terminology and statutory regulations. Skilled in organizing
records, handling multiple tasks, and handling interruptions.
Ability to analyze and interpret accounting data, applicable rules,
regulations, policies and procedures. Ability to deal with internal
and external customers in a prompt, professional and courteous
manner. Ability to review documents for accuracy and completeness.
Ability to work timely and accurately under pressure and handle
difficult situations. Skilled in designing and conducting training
courses. Ability to plan, organize and coordinate work assignments.
Ability to utilize problem solving techniques. Ability to analyze
transactions and reconcile accounting records. Ability to record,
create and document accounts payable practices into written
electronic and professional quality reports and procedures. Ability
to analyze, evaluate and test accounts payable system including
making process and system improvement recommendations. Ability to
provide on-the-job training on accounts payable auditing,
processing, and systems. OTHER JOB RELATED REQUIREMENTS: MINIMUM
QUALIFICATIONS: A bachelor's degree from an accredited college or
university plus one year of accounting experience. The required
bachelor's degree may be substituted on a year-for-year basis with
professional work experience, in addition to the one year of
accounting experience. As a CANDIDATE, you may be required to
provide documentation (i.e. HIGH SCHOOL DIPLOMA OR EQUIVALENCY,
college transcripts, ETC.) to verify meeting these Minimum
Qualifications. A Competitive Area Differential (CAD) additive in
the amount of $1,248.00 will be added to the annual salary. THE
