General Summary
This position is responsible for developing accurate and timely proposals and estimates for both private and public sector works projects from $5 to $20 million to ensure Lunacon is a responsive bidder. Experience in local, State and Federal, Government entities, servicing institutions, Industrial, Educational, Aerospace, and Medical facility projects is a MUST!
As a Federal Construction Estimator, you will apply your expert knowledge of construction costs to develop complete and accurate cost estimates. Strong working knowledge of all project phases including conceptual and schematic drawings to a detailed final bid estimate is required. You must also have the capability to develop, evaluate, compile and present the scope of work and cost data for construction bids.
A typical project will initially start with a review of the construction documents (drawings, specifications, construction, and design agreements) for completeness and best practices, and analysis of the direct cost budget. During this process, you will be advising clients, typically equity investors or construction lenders, on the construction costs. Once construction commences, you will be advising clients on the accuracy of costs associated with Change Orders.
Essential Duties & Responsibilities: In the areas assigned:

  • Prepare a detailed estimate by completing quantity take-offs, analysis, estimate input, and studies for all items incorporated in the assigned scope.
  • Prepare and assemble bids and proposals for different contract types (Lump Sum, Guaranteed Maximum Price (GMP), Cost Plus, etc.)
  • Lead the document management for the project, including receiving drawings and specifications, providing the proper file structure and distribution to all parties.
  • Serve as liaison with subcontractors, the design team (architects, engineers, consultants), and the client. Point of contact for managing assigned trade subcontractors and distributing information.
  • Support constructability reviews through communication with the project team, designers, and subcontractor market.
  • Develop a value analysis study by defining alternatives to the proposed scope that are more cost-efficient.
  • Responsible for understanding all factors required for a comprehensive trade package scope including contract documents, site logistics, schedule, coordination, means, and methods.
  • Coordinate with Operations staff and fellow estimators to ensure that General Conditions and General Requirement items are properly addressed in the estimate.
  • Prepare scope requisitions for assigned trades as required; coordinate with the project team to eliminate scope gaps and overlaps.
  • Prepare comparison analysis to the previous estimate for assigned scope.
  • Obtain and evaluate subcontractor proposals relative to their scope of work. Document information into Bid Recording Sheet, organize and participate in Post Bid Review.
  • Manage action items from Post Bid and finalize subcontract scope. Make recommendations to the Project Lead for the award.
  • Supervise Assistant Estimators and/or Interns as assigned.
  • All other duties as assigned.
    Qualifications: Education
    --- Bachelor's Degree in Civil Engineering, Construction Management, Business
    Administration, or equivalent related work experience.
    Work Experience
    --- 10+ years estimating experience
    --- Prior management experience required
    --- Prefer experience with JOC/IDIQ MACC MATOC contract requirements.
    --- Experience with Civil, Site Work, Concrete, Finishes and Vertical Construction
    ---Knowledge, skills, and abilities:
    --- Proficiency with all MS Office products (Word, Excel, PowerPoint, etc.), P6 Scheduling software.
    --- Advanced knowledge of Estimating software.
    --- Advanced knowledge of civil engineering principles.
    --- Advanced knowledge of construction principles and equipment capabilities.
    --- Understanding of construction contracts and terminology, as well as estimating strategies and techniques.
    --- Advanced project estimator skills that include performing engineering calculations, being conversant in engineering nomenclature to effectively communicate with Application
    Engineers, Product Managers, Project Managers, Engineering and vendors
    --- Thorough understanding of all 16 CSI divisions.
    --- Excellent working knowledge of design, procurement, and field processes and their inherent cost performance risks.
    Physical Demands

While performing the duties of this job, the employee is regularly required to talk and hear. The employee frequently is required to stand, walk, sit and use hands to operate a computer keyboard.
    The employee is occasionally required to reach with hands and arms. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, and the ability to adjust focus. At times will be working around large construction equipment, which must be a safety conscience.
