Your Impact:This Senior Program Manager position will provide you with an exciting opportunity to lead a $2 billion municipal water/wastewater treatment capital improvement program in Miami, Florida. In 2023, Jacobs was ENR ranked #1 in Program Management for a third consecutive year, Top 500 Engineering Design Firm for a sixth consecutive year, and #1 in wastewater treatment for decades. We are looking for a leader who will ensure client satisfaction and support the growth of our business. You will need proven experience successfully managing water/wastewater treatment construction programs for municipal client organizations, executing program management processes, and developing and maintaining strong client relationships. A key success factor will be the ability to interact at multiple levels within a public sector organization. You should be a self-motivated professional with at least 15 years of progressive program management experience. The ideal candidate will have experience leading all phases of a program but most importantly from construction to program close-out. As a Jacobs Senior Program Manager, you can expect to:

  • Lead and manage a program team through all program phases with established program delivery processes to meet the scope, schedule, budget, and other specified requirements stated in the contract.
  • Complete the scope of work to the satisfaction of the client and key stakeholders, while simultaneously ensuring that Jacobs' health & safety, quality, financial, risk management, business and policy expectations are met.
  • Serve as the primary program interface internally with the Jacobs program team and externally with the client, subconsultants (providing design and construction services), regulatory agencies, and community stakeholders.
  • Work with the client to analyze the requirements for each project and provide recommendation on the appropriate alternative delivery method (i.e., D/B/B, D/B, CMAR, PPP) for each project, as applicable.
  • Provide motivation and direction to the program team through direct relationship with the program's functional managers and multiple project managers.
  • Establish and implement procedures to provide constructability and value engineering reviews during the design phase of projects that yield value to the owner.
  • Oversee resources assigned to analyze claims and change orders and make recommendations to the client regarding merit and quantum.
  • Ensure proper start-up and commissioning plans are in place in partnership with the owner, design engineers and contractors/design builders as appropriate.
  • Be responsible for key decisions in areas such as balancing program resource requirements; the scope/schedule/sequence of program activities; client and/or team satisfaction; overall program risk profile; quality; maintain health and safety; and financial performance of a program, with commensurate impact observed at the business level.
  • Plays a role in the business development activities leading to the award of new program management contracts. This typically includes client relationship development, program-specific positioning activities, teaming arrangements, proposal preparation, orals presentation, and contract negotiation consistent with established business development processes.
  • Demonstrate leadership by example with integrity and candor. Candidate should have a minimum of 15+ years progressively responsible Program Management experience with major design and construction projects performing project management, project controls, procurement services and construction management for wastewater treatment plants, pump station, and pipeline projects. The candidate must be able to successfully manage the activities of all disciplines from project inception to project closeout. The success of the program is based on client specific metrics and client perception of the Jacobs team acting as an extension of their staff. This role will advise the client on important decisions involving other local government agencies and federal regulatory agencies. The ideal candidate will have a strong understanding of program delivery tools and metrics, and a proven history leading program teams to successfully meet client expectations. and clear writing and presentation skills is required. The Senior Program Manager must be self-motivated, promote team-oriented work practices and a safety culture, be an inclusive leader, have strong data analysis and technical problem-solving skills, and bring a strong organizational approach to delivery. Should also be adept at interpersonal relationship building, conflict resolution, and leading diverse teams. The candidate should be experienced developing and managing the scope of work and budgets of major capital projects. Effective communication with company leadership will be needed to routinely advise on the program's status related to risk and change management, financial performance, health & safety, quality and forecast. Candidates should be local or willing to relocate to Miami, Florida for the program duration and/or accept long-term assignments.Here's What You'll Need:
    • 15+ years of progressive program management experience
    • 5 plus years' experience managing multiple construction projects as Construction Manager on a water or wastewater treatment facility project/program of at least $500 million of construction work with multiple active construction projects.
    • B.S. or M.S. degree in related engineering or applicable discipline
    • Proficient in using Microsoft Office programs such as Word and Excel
    • Highly effective written and verbal communication skills
    • Excellent team leader and team player with exceptional interpersonal skills Ideally, you will also have:
      • Florida Professional Engineering license or able to gain reciprocity
      • Excellent knowledge of construction scheduling (P6)
      • Certified Construction Manager (CCM)
      • Proficiency with web-based construction document management platforms
